IMEC established the International Maritime Training Trust (IMTT) in 1998 to administer funds arising from the IMEC/AMOSUP TCC that were intended to upgrade training facilities in the Philippines. Subsequently these training funds were included in other agreements covering Sri Lanka, Poland and an international agreement.
IMTT is a “Purpose Trust” under the law of the Isle of Man and is formally and legally independent of IMEC. Nevertheless as the “settler” of the Trust and because IMEC members are now the sole contributors, IMEC has both a responsibility and a distinct interest to ensure that the funds are properly spent on projects that will upgrade training standards in line with the priorities that Members identify.
In 2006 Bob Goodall of Dorchester Marine was appointed as a trustee of IMTT in order to ensure that he could provide a clear and strong input as to the views of IMEC Members on the priorities for grant expenditure.
In addition, an IMTT Users Forum has been established. The purpose of the Forum is to act as a consultative body to allow a two-way exchange of ideas between contributors and the trustees as to the value of particular projects. In this way it is intended that new projects to be supported by grants from IMTT can be identified and that the trustees have a means of consulting experts before making expensive investments in projects of perhaps questionable value.
Any IMEC Member may apply to join the Forum. Most of the work is conducted by correspondence, although it is planned to hold one meeting per year.
